Location Accessible Multi-modal Initiative (LAccMI) of Odisha-2023

LAccMI Scheme of Odisha-2023 or Location Accessible Multi-modal Initiative (LAccMI) programme of Odisha is approved by the State Government on 15 Sep 23. The scheme is aiming at providing a sustainable, affordable, and safe transportation for the rural farmers and SHG entrepreneurs. The scheme will establish road transportation link between rural and remote villages to the blocks and district HQs. Thus it will help the Farmers in easy transportation of good and food stuffs to the nearby city marketplace or mandis. The farm produce and the passengers are able to travel to the nearby city centres with affordable and easy transport network. In this way it will enhance the economic status of farmers by reducing the time and cost effectiveness for transport. Main focus is on helping out the Self Help Groups(SGHs) for effective transportation of their produce to the nearby marketplace or similar economic hubs. Also, the women workforce of the state is expected to participate in the maintenance and operation of the connectivity network. In this way the women empowerment angle is also at the focus. The bus connectivity to the state capital and the block Head quarters with affordable cost will definitely have positive impact on the economic status of the farmers and of the state. The road infrastructure must provide the boost to the scheme in manifold.

‘LAccMI Scheme of Odisha-2023’ has announced to be implemented in three phases. In the initial pahse 1000 buses will be deployed for the transportation services for over a period of 10 years with 02 years of future extension as per the performance. The toral expense in the initial phase of three years is approximately 3178 crore. The bus network by the Odisha State Road Transport Corporation (OSRTC) will connect the villages or the Gram Panchayats to the tehsils, District HQs, towns and cities for seamless transportation across the state. Initially the scheme will be integrated with the iner city bus services operations to provide affordable and hassle free bus transport services to the people of rural areas.

What are Major Objectives of LAccMI Scheme of Odisha-2023

1. To improve the rural transportation network.

2. To bring th women work force like SGHs into the mainstream in the form of maintenance and operations during the implementation of the scheme.

3. Providing affordable, sustainable and safe transportation for the rural people.

4. Optimum utilisations of the road infrastructure by bringing the farm produce from the farms to the near by city centres or marketplace.

5. Enhance to take further initiatives to boost other schemes of infrastructure development such as Biju Setu Yojana(BSY), Mukhya Mantri Sadak Yojana (MMSY) and Pradhan Mantri Gram Sadak Yojana (PMGSY) and Biju Gaon Gadi Yojana etc. to improve the rural transport of the state.
